前阵子我们讨论到Nebraska对于Citation的要求。但是我们并没有Nebraska对这方面得
立场与论点，直到上星期我们看过一份NIW 的Denial Notice，上面Nebraska对此总算
讲的清楚一点。其内容如下:
“To determine the remaining aspect of the eligibility requirement, the
USCIS will first examine the petitioner’s publication(s) and citation(s)
record. The USCIS notes that evidence of publication in itself is not
sufficient to show impact or influence in the field of endeavor. The
evidence must show that the published articles actually impacted or
influenced the field of endeavor.
