President-elect Donald Trump is believed to be planning on shutting down
arts and heritage programs as part of a raft of budget-tightening measures.
The Hill, whose source is an unnamed member of Trump’s transition team,
reported that Trump will eliminate both the National Endowment For The Arts
and the National Endowment For The Humanities, and privatise the Corporation
For Public Broadcasting.
The latter partially funds National Public Radio (NPR) and Public
Broadcasting Service (PBS), currently receiving $445.5 million a year from
the government, around half of which goes to the US’ approx. 350 public
television stations.
Shutting down the NEA is an idea that dates back to the Reagan
administration, though Reagan was ultimately dissuaded from the move by
other conservatives. |

全年全播广告大概五百万收入。

First off, it’s important to understand that NPR does not own or manage a
single radio station. NPR is simply a producer and distributor of programs
to public radio stations. Shows such as The Best of Car Talk and Wait Wait
Don’t Tell Me are examples of popular NPR programs. However, there are many
famous shows heard on public radio stations that are neither produced nor
distributed by NPR, This American Life and A Prairie Home Companion being
prime examples.
Now, if you wanted to purchase a 30-second commercial on an NPR show like,
say, Wait Wait Don’t Tell Me, you wouldn’t be able to so, for the simple
reason that all the public radio stations that air Wait Wait are licensed as
non-commercial stations. And non-commercial radio stations (e.g., WBEZ in
Chicago, WBUR in Boston, KQED in the Bay Area) are prohibited by the FCC
from running commercial spots. So, while WCBS-FM (a commercial station) in
New York City can run a 30-second spot for Taco Bell, WNYC-FM (a non-
commercial station) in the Big Apple cannot.
The above being said, if you’re the good folks at Taco Bell and you really
wanted to get your name out over WNYC and hundreds of other public radio
stations, you could get in touch with the producers of Wait Wait Don’t Tell
Me and become an underwriting supporter of the show. Then, every weekend,
you’d hear Peter Sagal say during the show something along the lines of: “
Support for Wait Wait Don’t Tell Me on NPR comes from Taco Bell, with more
than five-thousand locations nationwide. For more information, visit
tacobell.com.” In the radio business, that sort of mention is called a
billboard. And, yes, in a way a billboard is definitely a commercial, but
since there was no specific “call to action” (i.e., “Go to Taco Bell
today for their one-dollar chalupa fiesta!”) the FCC is cool with that sort
of underwriter message going out over the public radio airwaves. I don’t
have specific figures on how much it would cost Taco Bell to underwrite a
highly-rated show such as Wait Wait Don’t Tell Me, but it would easily have
to be hundreds of thousands of dollars per year, when you consider that the
show is now heard on more than 700 stations nationwide, with a weekly
listenership of 3.7 million.
By the way, regular listeners to The Best of Car Talk will be extremely
familiar with the billboards for Lumber Liquidators and Esurance that
feature Ray Magliozzi’s voice — they are heard by 4.4 million people every
week.
If anyone reading this post has specific knowledge of what an annual
underwriting costs on various NPR/public radio shows, that would certainly
be very interesting information to know. But again, to be a national
underwriter of shows like Wait Wait and The Best of Car Talk, which attract
literally millions of listeners every week, has to be very expensive — we
just need a fellow quora member with the inside scoop to clue us in. |
