当年搞选举信息和交通不发达，所以用间接投票选举人团的方式来完成大选
现在完全可以简单计票，但是小州肯定不愿意

So far eight states and Washington. D.C. have passed legislation adopting
the "National Popular Vote Bill." They have a total of 132 Electoral College
votes. When enough states have joined to bring that up to the 270 needed
for victory in the presidential race, they will all be obliged to cast their
Electoral College votes for whoever comes first in the popular election
nationwide.
