Voting is a right, but it is not an inalienable right - it is also a
privilege. Not everyone in the United States may vote.
As a general matter, only those who have reached a certain age, are mentally
competent, and are American citizens, are allowed to vote.
If you are not reaching certain age - you can not vote.
If you are declared mentally incompetent by court - you can not vote.
If you are not US citizen - you can not vote.

Without showing some kind of ID, how can anybody know who you are, how old
you are, and if you are a US citizen?
