Alternative parking sounds like another way/place/option for parking. This
is how I feel, although I could be wrong. |

something like 非官方停车场, as many places in NYC don't provide a parking
lot.
I checked the website, it's called "alternate side parking", there's never a
word of "alternative parking".
I would call it 左右路边轮换停车规定。

and then use a shorter name later on. But of course, it's LZ's wish to
translate it in certain way.
When I saw this word, I was reminded with another parking inconvenience: In
some places, they had the hour limit at certain blocks. I'd move the car
from one block to the next after that limit, which seemed very much like "
alternate block parking policy", although it might not be what the traffic
department intended to happen.
