Instead, he photocopied my mother-in-law's passport pages again by himself and wrote some notes on each photocopy sheet (basically verifying that these sheets were the copies of the original passport pages). Then the local office forwarded everything (including W-7, the application form) to the IRS ITIN office. Severall weeks later, we received the ITIN in our mail.

China at that time. I asked her to send her passport to me by FEDEX. The
local IRS officer never asked me where my mother-in-law was.

作为dependent报税不是申请ITIN的唯一理由,所以,不一定需要183天
