PARIS—French President François Hollande plans to convene top defense
advisers on Wednesday after WikiLeaks published documents that purportedly
show that the U.S. spied on him and his two predecessors.
The six documents, also published late Tuesday by two French publications,
describe purported U.S. surveillance of internal deliberations and
conversations of Mr. Hollande and former French presidents Nicolas Sarkozy
and Jacques Chirac.
A U.S. National Security Council spokesman declined to comment on “specific
intelligence allegations,” and said the U.S. only conducts foreign
surveillance if “there is a specific and validated national security
purpose.”
It wasn’t immediately possible to independently authenticate the documents,
which span a period from 2006 to 2012, but WikiLeaks has leaked documents
in the past that were later authenticated.
Mr. Hollande’s office said Wednesday’s meeting would seek to “evaluate
the nature” of the leaked documents and “draw useful conclusions.”
An aide to Mr. Sarkozy told the Associated Press that the former president
considers these methods unacceptable, especially from an ally. Mr. Chirac
didn’t immediately comment, the AP reported.
The latest leak detailing alleged U.S. spying on European allies is likely
to add fire to simmering trans-Atlantic tensions over surveillance. Since
2013, leaks from former NSA contractor Edward Snowden have detailed
widespread surveillance efforts by the NSA, as well as specific allegations
of U.S. spying on allies—including the tapping of the cellphone of German
Chancellor Angela Merkel.
The publication comes just weeks after documents unearthed by a German
parliamentary probe alleged that Germany’s intelligence service helped the
NSA spy on European governments, including France’s. The allegations caused
a political firestorm in Germany, and were embarrassing for the German
government, which has loudly protested U.S. surveillance practices.
French legislators are close to approving a new surveillance law that would
give intelligence services new powers to collect domestic and foreign
intelligence. Opponents in France describe the law as the country’s “
Patriot Act,” making reference to the broad powers ascribed to the NSA,
though the government describes the law as limited in scope.
The allegations contained in the documents published Tuesday could stoke
Franco-German tension.
One document that WikiLeaks published, purportedly an NSA summary of
intercepted conversations, describes Mr. Hollande planning to go behind the
back of Ms. Merkel to meet with German opposition leaders just after he was
elected in May 2012.
According to the alleged summary, Mr. Hollande found that Ms. Merkel was “
fixated” on fiscal discipline and refusing to budget on Greece, after
flying to Berlin on the day he took office to lay out his plans for policies
to foster economic growth in Europe.
Following the meeting with Ms. Merkel, Mr. Hollande invited Sigmar Gabriel,
the leader of the opposition German Social Democrats, to Paris for talks,
the document says.
German officials didn’t immediately respond to requests for comment.
The same document also describes Mr. Hollande allegedly convening a meeting
with ministers and other officials in May 2012—as the euro crisis deepened
—to plan for the consequences of Greece’s potential exit from the eurozone
. At the time, French officials didn't acknowledge publicly that such an
exit was a possibility.
“The French president seems worried that if word were to get out that Paris
is seriously considering the possibility of a Greek exit, it would deepen
the crisis,” the document reads. The allegations caused a political
firestorm in Germany, and were embarrassing for the German government, which
