(a) In my view, the world overreacts. People's Liberation Army Navy (PLAN) a
week ago conducted an exercise beyond the first island chain--as deep as
around Okinotori. It is a milestone. But it will take China a lot of money
and efforts--and time--to build a blue-waters navy.
(b) My assessment has been that, without surface-to-surface missiles aiming
at Taiwan, China's perennial threats of invading Taiwan would be laughable.

(f) Because Soviet Union could not project military power, in contemplation
of invading China it intended to form a military pact with Taiwan. See
