Also, dig out the dirt along the external wall, and apply some water proof
barriers there will help.

Fix gutter and downspout, lead water away from house.
Caulk the crack, but it won't help a lot.
Paint wall inside with some water barrier paint, but your wall is quite high
, so the pressure at bottom could be too big for the paint.
Add sump pump
If you want to finish the basement later, put water barrier before put
drywall.
Never heard that you could put water barrier outside.

You dig it out, apply several coating and plastic wrap.
Any paint applied inside will not last because of the pressure of water
leaking in.
But it will be back-breaking...breaking back foundation.

Besides what's said, you should seriously consider laying drain pipes around
the basement. |
