for ~$30K, reward checking is the way to go, a lot of small but FDIC insured
banks offer 4%+ rate, the only catch is you need to make 10 or 12 debit
transactions each month + 1 ACH.

如果存在这样的投资方式的话, cd早就消失了.

Choose a longer CD and then quit with penalty.
For example, 5 years CD is 3%, penalty two months interest.
If you keep more than 4 months, it is better than 1-year CD.
You get high rate and felxibility.
This strategy is good for the banks I'm interested in.

exactly "zero loss tolerance".
Maybe start a pipeline of 3 or 6 months CDs?
