RFE letter内容和之前的steven2016十分类似，除了专业名称换了一下之外

详细的RFE如下：
In support of this criterion you submitted testimonial letters.
The letters described your accomplishments and explain that you have
excelled as a researcher based on your publications in high impact journals
and by the number of citations to your work by other scientists around the
world. They speak of your novel contributions, among which are ......
The letter also speak about your publications and presentations at
conferences, and you have provided documentation to confirm this. However,
independent citations are a better indicator of the impact of your work than
is the act of publication or dissemination.
Your publication record of journal articles show evidence of original
contribution. The nature of the journals show that your work is novel and of
some significance. You provided evidence of 233 citation to your work.
However, your citatory history does establish original contribution of major
significance in a field whose very top scientists have garnered citations
numbered in the thousands. You have not provided evidence to show that your
published history or conference presentation has been at a level
commensurate with those at the top of your field.

Objective documentary evidence of the major significance of the beneficiary'
s contribution to the field.
that your contributions provoked widespread public commentary in the field;
that your publication garnered a significant number of citations;
that your work is implemented by others, evidence such as:
• Contracts with companies using your products

自己感觉IO认为自己的citation属于纯引用，泯然众人不能显示出major contribution
。准备的strategy如下：
1）批驳IO的thousands of citation论，辩称citation ranking是更好的indicator。
自己有几篇文章的citation ranking比较高
2）自己最近五年的citation rate是本领域平均的好几倍
3）自己的工作被20多个国家的100多家机构所引用，中间许多为世界知名科研机构，加
配油灯图。
4）自己的工作被美国政府以及一些世界知名机构所使用 （详细说明，附加testimony
letter）
大家有什么意见或者建议吗？多谢了。

petition letter里以前有1了，现在只是想拿出来再强调一下
2，3是以前没有，自己觉得值得加进到RFE response letter里。petition letter里并
没有对比自己的citation rate和
领域平均的citation rate，没有强调自己的工作被许多国际研究机构引用。
4是自己找的额外证据，算是对RFE的一个回应
关键是针对这种泛泛的RFE不知道如何针对性的回复。

一来是给出来一个rank，二来是给定时间段
你也可以给个overall的你的引用数是top xx
然后再强调那些个老人搞了几十年，自然引用高
