考试公平与区域公平的矛盾（即古代倾斜的“高考分数线”问题），是一个自宋代
以后就争论不休的千古难题。宋代，欧阳修与司马光引发了中国科举史上有关南北举额
分配的首次争论。到了明初，洪武三十年，会试发榜，共录取52名贡士，无一不是江南
的考生，北方举子统统落选。如果听任这种情况发生，全国按统一标准取士，势必使国
家政治生活完全由少数几个教育发达省份的士人垄断，则国家政治基础岌岌可危，基于
此，明太祖开始了南北分卷取人制度。清代统治者为了统合南北差异，以均衡各地的科
名数额来达到政治势力的合理分配、巩固中央集权统治，对乡、会试中额的地区划分越
来越细。会试中额初承明制，分南、北、中卷，顺治十二年（1655年），将中卷并入南
、北卷。此后中卷屡分屡并，有时甚至在南、北、中卷内再分为左、右分别录取。或者
专取四川、广西、云南、贵州四省各编字号，分别取中。人文水平较高地区的士子为了
减少竞争，增加中额机会，纷纷冒充边远地区籍贯参加考试，这被称为“冒籍”。当时
，“冒籍”现象已大为猖獗，形成了一定的规模。为了维护科举考试的区域公平、保证
国家的安定团结，政府只能采取强制性的手段来防止“冒籍”事件的发生。然而，只要
地区间存在文化教育水平的差距、实行区域定额录取制度，“冒籍”就不可能完全杜绝。

康熙二十五年（1686年）經福建督、撫題準入學定額，台廈道兼理學政主持科舉考
試。由於台灣土地新辟，文教初開，康熙二十六年（1687年），禮部又允准福建陸路提
督張雲翼之題請，照甘肅、寧夏例，為台灣生員參加鄉試設立保障名額， ...
清初台灣一府三縣的漢人總數不過3萬餘人，與台灣府、縣各學所設進學名額相比，人
少額多。
早期台灣居民熱衷農商，漠視科舉導致屢困科場的漳、泉學子赴台灣冒籍應考的事例屢
見不鮮。這種情形直到乾隆年間都無大改觀。
乾隆三十二年（1767年）台灣科試發生粵籍童生梁謨、謝榮、賴濟及劉麟游等冒籍應試
的案件。在粵籍全部八名生員中，冒籍應考者竟占七名。
兩廣總督李侍堯、廣東巡撫德保當即飭司提犯赴省訊究。李侍堯等認為，“梁謨等均系
粵省俊秀，不思在籍肄業，以期進取，膽敢違禁偷渡，冒考行險僥悻，實屬不安本分之
徒。若僅照偷渡、冒考各本例問擬重杖，不足示懲”，遂將梁謨、謝榮、賴濟三人均“
比照越渡緣邊關塞律，各杖一百，徙三年”。
台灣地方官與福建督、撫之間對科舉移民的態度有明顯差異。台灣本地學子是冒籍應試
的直接受害者，所以，台灣民間對科舉移民一直予以堅決反對。
最初，台灣地方官員對冒籍考試行為態度暖昧，甚至採取持默許、鼓勵的態度，以
便借吸引大陸科舉移民提升當地文化教育水平。
到乾隆中期，台灣文化教育事業有很大進步。當地學子對學額為冒籍所占甚為不滿，開
始抵制冒籍行為。乾隆二十年（1755年），諸羅縣文廟竣工落成之際，闔邑紳士針對普
遍的冒籍行為，自發訂立了《嚴禁冒籍應考條例》，並在文廟前立碑明示。同時公議將
廟外壙地甲余，蹼佃耕作，年收稅銀，充作清厘冒籍頂考的公費。每年議舉二人，專司
收稅公用，上下輪流，不得混冒
