领取FS的人口数，也是真实数据。
1800X42m=75.6B.
2015年food stamp budget是80B不到的样子。也就是说，光看food stamp的话，budget
的钱绝大多数（~95%)是被人领走了。至于其他的welfare program，我才没这么多闲心
去给你查。
你那些13740的鬼数字是从410B welfare program total budget来的，你用这个去和平
均能领到的food stamp相比，不是搞笑是什么？我再耐心地教你一遍：welfare
program包括EIC,housing,food stamp等等；food stamp budget是80B,over.

There are many different types of welfare. There are straight-up handouts to
those who haven’t earned them. There are programs to bridge a gap and help
a family in dire need. There are things like unemployment, which people
somewhat earn while they work, and collect after they lose a job. There are
